Toya S. Carmichael

The Honorable Toya S. Carmichael was appointed to the Rental Housing Commission by Mayor Muriel Bowser and confirmed by the DC Council in April 2023. Prior to Judge Carmichael’s appointment, she served as Vice President of Public Relations and Corporate Board Secretary for the Not-for-Profit Hospital Corporation (commonly referred to as United Medical Center), the District of Columbia’s only public hospital. In her role, she served as an advisor to the hospital CEO and Board of Directors, served as media spokesperson for the hospital, and led all community programming, board related activities, government relations, and served as custodian of hospital records.

Prior to joining United Medical Center, Judge Carmichael served as an Administrative Law Judge for the DC Commission on Human Rights where she adjudicated private and public civil rights cases. Judge Carmichael clerked for the Honorable Yvonne Williams on the DC Superior Court Criminal Division and practiced administrative law as an Attorney Advisor for the United States Department of Health and Human Services and the United States Department of Veterans’ Affairs. 

In 2019, Judge Carmichael founded Carmichael Community Connections to support small businesses and nonprofit organizations by increasing their grant funding and customer base. Since 2019 she has secured over $2,500,000 for her clients. 

A native of California, she is a graduate of the University of California, Berkeley, and Georgetown University Law Center where she served as President of the Black Law Students Association, and a member for the Alternative Dispute Resolution Team. She has won countless awards for her leadership and volunteerism including Alumna of the Year, Georgetown Black Law Students Division and in 2017, the Young Lawyers Division of the National Bar Associated created the Brandes Ash/Toya Carmichael Community Service Award in her honor. 

She currently serves as a Board member for The Bishop Walker School for Boys, the Redeem CDC, is the President of the Toni P. Farmer Scholarship Committee at Allen Chapel AME Church, a member of Delta Sigma Theta Sorority Inc., an Ambassador for the Smithsonian’s National Museum of African American History and Culture and a Member of the John F. Kennedy Center for the Performing Arts. She is an avid reader and world traveler.
